Which RoG were your county union relying on, in order to disqualify a player for using their mobile phone.

Arguably the committee could use

G-8
Prohibiting or Restricting Use of Audio and Video Devices
Purpose. Rule 4.3a(4) permits a player to use equipment to listen to audio or watch video of matters unrelated to the competition being played. But the Committee can adopt a Local Rule prohibiting the use of audio and video devices altogether during a round. Model Local Rule G-8 "Rule 4.3a(4) is modified in this way: During a round, a player must not listen to or watch content of any nature on a personal audio or video device.

Not really, but in any case the rule they have merely bans players from having a mobile phone switched on. They could rely on Rule 1.2b though with no rules reference shown it's difficult to know what they are relying on. Very poor if you ask me.

"A Committee may set its own standards of player conduct in a Code of Conduct adopted as a Local Rule." Rule 1.2b, Committee Procedures 5I provides further information.
