What's the difference between each manager? Both have an issue with the rules, and they are expressing that they don't like the rule.

Both managers could be said to having a valid argument, and both could be said to have an invalid argument, depending on what your own oponion is. If Gueye is a registered Man City player whilst they are in the EFL Cup final, it seems very valid that he should be able to play (especially if Semenyo can legally play earlier in tournament, despite earlier playing for Bournemouth).

For years and years when it comes to the cup comps players have been “cup tied”

So whilst yep both moaning at the rules the change imo was poor

But then Pep knew the change and got Semenyo in

If he wanted Guehi in he should have got him before

The main difference is imo that Pep now wants those rules to change now so that his player can play in the final - Howe didn’t asked for the rules to be changed again so that Semenyo can’t play

It really isn't much more complicated than that. Managers are allowed the odd moan. He didn't arrange a specific press conference just to complain, it was just an answer to a question.

I think there should be a total ban on clubs under the same ownership/group swapping or selling players between themselves.
