You can have a one off season with a club that doesn't spend big but to maintain a challenge season after season, you have to spend big bucks. There is only a small elite who can spend that big though, you are part of that bunch.

The clubs with huge support are the main drivers of money into the game. So I can see why they wouldn't want their value wiped out, and spread to other clubs who are supported by one man and a dog.
The suggestion, to me, is similar to saying everybody continues to work their normal jobs. But they don't get their wage as they do now. Instead it all goes into a big pot, and spread evenly amongst everyone
