Palmer has to be a certainty for England. Like, even with Southgate in charge, I'm almost 100% he'll make the squad.

Likewise, I'm almost 100% sure Phillips and Sterling will not make it.

Players like Mainoo, Rashford and Henderson I just don't know. Rashford and Henderson would be very lucky to make the squad, Mainoo very unlucky to miss out. But I wouldn't put money on any player either way.
Rashford & Henderson shouldn’t even be in the conversation imo.
Mainoo looks one for the future,if he goes I think it would be for the experience, doubt he’d get much game time.

Although Cole has had a lot of goals this season half have been penalties, so in my mind he's not that prolific.

I see him as an attacking midfielder that gets goals so wouldn't judge him so much on his goal record.

As for England. Rice holding. Bellingham and Foden both work very hard out of possession (not so Palmer) - any manager worth their salt would make it work?

England Squad imo

Pickford
Ramsdale
Johnstone

Maguire

Walker

Chilwell
Branthwaite
TAA
Trippier

Credit to him for leaving City to play more football.
If he was still at City he’d have no chance of going to the Euros & no one would be talking about him.

That’s not a dig at City, the competition there is just hard to get a run in the team.
Yes shows what he’s made of .
He wants to play not warm the bench
That should tell GS something!

Yes he is, however i agree with the rest of your sentence on Keys.

Overspending and covering up what they have done is simply cheating. Whether you care or not they have broken the rules and should be punished. Whether we agree on the rules or not it is besides the point. Fwiw, i think clubs should be able to spend what they like BUT, there has to be some sort of rules to stop teams from going under.

To suggest that rules have only been brought in to stop teams from challenging is naive. Financial rules were brought in to protect all clubs and not just the eilte.

Teams do and have wasted money over the years and will continue to do so.

What Pep has created on the football pitch with all those footballers has been incredible and he undoubtedly deserves all the praise and recognition he gets. It takes a lot more than just throwing money at it. So in this instance without all of the investment at City what Pep has done would be impossible.
The common misconception re Pep is that he has always succeeded because he has had money. His first job was at Barca B. Pre season his Barca B were battering the A team in a “ friendly”. One of the A team coaches told Pep to tell his team to slow it down a bit. He told the guy to “ do one” in no uncertain terms. He was so successful at Barca B, winning the title in his first year he became Barca manager.
He replaced Frank Rijkaard. He was preferred to Jose Mourinho. One of his first acts was to get rid of Ronaldinho, who was an overweight drinker who was sleeping with Rijkaards daughter, he was a bad influence on Messi. Deco was soon to follow. Both Supposedly world class players. He brought through players from his B team that became legends, including Busquets and Pedro, he also bought Alves and Piquet. None were hardly household names. Barcelona were a mess of a team and in the first season under Pep they won four trophies.
Without a shadow of a doubt Pep will spend money but to state without all of the investment at City what Pep has done would be impossible is a strange statement to say. Does money guarantee success? Ask Chelsea and Utd fans.
Citys last game v Spurs.
The MoTM Ortega was signed from Arminia Bielifeld for a free transfer
Foden from the academy
Akanji for £15 million.

personally I do think that City have broken some FFP charges. They had to to get at the top table. That door is now more or less closed to Newcastle and others.
FFP that was instigated by UEFA and Michel Platini in particular. Google what happened to him, Then Google what happened to Sepp Blatter.
Better still have a read of this

We can argue the toss on this all day but no one is going to convince me that FFP ( which is again changing this year) was instigated to protect clubs going bust. Since FFP was instigated in 2011/12. 14 clubs have gone into administration. Which begs the question.
How has FFP protected clubs?

None of the “ Elite clubs” have been affected and arguably the ones that have gone into administration are the ones that you quote as “all clubs”. Those being from National conference up to Championship.

FFP has not stopped clubs from going into administration.
