Rashford & Henderson shouldn’t even be in the conversation imo.
Mainoo looks one for the future,if he goes I think it would be for the experience,doubt he’d get much game time.

Although Cole has had a lot of goals this season half have been penalties, so in my mind he's not that prolific.

I see him as an attacking midfielder that gets goals so wouldn't judge him so much on his goal record.
As for England. Rice holding. Bellingham and Foden both work very hard out of possession (not so Palmer) - any manager worth their salt would make it work?

The common misconception re Pep is that he has always succeeded because he has had money. His first job was at Barca B. Pre season his Barca B were battering the A team in a “ friendly”. personally I do think that City have broken some FFP charges. They had to to get at the top table. That door is now more or less closed to Newcastle and others.
FFP that was instigated by UEFA and Michel Platini in particular. Google what happened to him, Then Google what happened to Sepp Blatter.

We can argue the toss on this all day but no one is going to convince me that FFP ( which is again changing this year) was instigated to protect clubs going bust. Since FFP was instigated in 2011/12. 14 clubs have gone into administration. Which begs the question.
How has FFP protected clubs?
None of the “ Elite clubs” have been affected and arguably the ones that have gone into administration are the ones that you quote as “all clubs”. Those being from National conference up to Championship.
FFP has not stopped clubs from going into administration.
