Guy tees ball up behind markers and swings with intention of hitting it , , club hits ground and completely misses the ball but the ball falls off tee no doubt caused by swing ,

The ball did not pass the markers , he asked me his options , must admit i didnt know , i said i thought he could just play his second shot or retee & play 3 ..

The Doubt was caused by fact ball never passed the markers .. is there a relevance in this please (was it actually in play)

What were his options , thank you
 
you can always take stoke and distance at any time. he's hit the ball so it's In play.
 
Having made a stroke, his ball is in play and so his options are to play it as it lies or play from where he played his previous stroke. Just as you said, he can play his ball - his 2nd stroke - or tee up again under stroke and distance - his 3rd stroke. The tee markers have no relevance.

The distance the ball travels is not relevant. The question is has the ball been put into play? Yes, as soon as a "stroke" has been made. From then till it is holed the ball cannot be relocated without penalty or as the rules provide.
 
Work is being done to re-sand all bunkers..when that's done, at least they'll be consistent.
The one thing I'd change is the number of takes in some bunkers.
The other day I had a 75 yard round trip to fetch the only take from the far side of a reasonably large bunker.
Some bunkers just need more than one rake.
