The marker must certify the hole scores on the scorecard.

How can 'certification' work without identification

As with the EG app, you are asked to attest the score electronically, that puts an electronic marker from you against the score. Way more reliable as evidence of certification than a squiggle on a scorecard or a touch screen.

Practical issue with that is Certification has to have some shelf life, so a third party can use it.

As said above. Folk have been dq'd for years for unsigned cards.

I’m sure on the EG App, you sign the screen then send the card to the attester who also has to sign the screen on his phone to say it is correct.

A reminder that a signature as such is not required by the rules: the requirement is that the scores are certified.

Not verbal verification. Not once have I ever heard that to be acceptable, from a Rules perspective
