No, they are telling everyone with access to the WHS portal that players are having cards marked under competition conditions, by someone who themselves is playing under competition conditions, rather than during a friendly round with mates, where a blind eye is very often turned to the rules, and putts from less than a foot are given. Or worse still, by someone who has played on their own and has submitted a card to the portal having had it verified by a mate who wasn’t even there.

If you genuinely don’t think that sort of skullduggery goes on then, with the greatest respect, you’re a little naive.
 
It’s hardly rocket science. Simply have a look at the number of scores returned on EG on non-competition dates.

It takes a couple of minutes of someone is inclined to look.
You have to be joking surely, we have nearly 700 members and have competitions most days of the week, plus on nearly all competition days members are able to put in GP scores.
 
Would it not be better for clubs to educate their members rather than accommodate myths and misconceptions?
"Educating members" - what a very interesting concept.

Stipulating that a certain number of competition scores must be entered. This is educating members about the club's handicap and competition policy.

If you don't like, disagree with, or think the policy is "illegal" you can raise objection in writing and/or at the AGM.

By asking the handicap secretary. (Or asking the player)

Has anyone ever asked their handicap secs for the breakdown of any other members handicap record? I know no-one has ever asked any of our committee and I don't recall ever hearing of it happening elsewhere. I'm also not sure the question would be simply answered if asked.

You might have competitions most days. We don’t. At ours it’s really very easy to differentiate GP cards from competition ones.

Why do members need to know the break down of other members HCs ?

Sounds like you're saying your club has a widespread problem with members not following the rules of golf and handicapping in General Play. I hope your handicap committee are dealing with this appropriately.

No, I’m not. I’m making a valid point which you seem to want to conveniently dismiss by suggesting my club has a problem.

Every club will have examples of this sort of behaviour. We have a couple of guys in our roll up, one of whom used to have a classic vanity handicap, who, as we established after they had been with us a few weeks, were submitting GP cards verified by each other when they weren’t even playing in the same group. Words were had, both within our roll up and with the handicap secretary, and it was dealt with. The known offending cards were deleted and their conduct closely monitored.

This sort of behaviour is not rife, but neither is it isolated to the odd one or two. And, for every vanity handicap, there will be one maintained artificially high with the express intention of entering opens or big club competitions with winning in mind.

Surely you can see that, certainly at clubs where start sheets in competitions are drawn, there is some merit in making a stipulation that a minimum number of cards are marked under competition conditions during a set period to at least try and minimise the risk of this happening? So that other members can enter events in the knowledge that their committee is making every effort to ensure that their members’ handicaps, and as a consequence club competitions, have a semblance of integrity?

I’m frankly rather surprised that anyone would argue against it.

1. Yes, questions have been asked as far as I am aware. I'm not certain of the answers as I was not party.

2. Similarly, facts are discovered and circulated.
