Rules knowledge test

I agree with many that it's a bit far but i can see the OP has a point.

Can think of nothing worse than a beginner playing in a comp, hits his/her shot of there life, only to be given a penalty for playing out of turn, or some obscure rule!!! If anything would put them of golf - that would!!

The post says it all really; there is no rule - obscure rule or otherwise - that gives a penalty for playing out of turn. Lessons/tests for all I think... :)

It wouldn't be popular, it would drive people away and it'll never happen.
But it should.
To play any game, to take part in any activity, to be part of any civilised society you have rules that need to be followed or there are consequences. Be it a red card for a 2 footed tackle, life(sic) for murder or stroke and distance for OB there is a penalty.
But you've got to know what the penalty is.
If everybody knows that there is more to footy than kicking a ball around a field then they must know that there is more to golf than chasing a white ball around another one.
It is the duty of everyone to learn the rules/laws of any sport/game/pastime/activity they take part in. Would you be allowed to play in even a Sunday Pub match if you didn't know the rules of football? Of course not.
There should be an assessment of your knowledge of the rules before you are able to play.
But it would cost too much so it'll never happen. But I say again

It should.

I once tried to sit down and read the rules book, and afterwards couldn't remember a single thing. There needs to be more innovative ways of getting people to learn the rules in a way that they will remember. Perhaps an R&A produced DVD that is given to everybody upon joining a golf club which explains the most common rules in a simple way that can be remembered. It shouldn't be presented by anyone from the R&A though.
