At my course today the 2nd round of a qualifier was cancelled for the club championship. Is it best to reschedule the round or to cut down to just 1 round qualifier?

I don't like the idea of cutting it to one round when the players were expecting two. Some who are challenging for top places may well be girding their loins for the chance to do better this time.

(Most) people have busy lives away from the golf club and it's competitions, so many who participated in any completed rounds would not be available for a rescheduled date for any suspended/postponed rounds, so it usually makes sense not to reschedule and simply finalise results on the round(s) completed.
Anyway, to avoid any arguments, policies for delays, suspensions, postponements and cancellations should be covered in the Terms of Competition.
