Qualifying competition query

xt week we are having an exchange day with Rochdale so I said it would be a non qualifying Stableford off full handicap, our former handicap secretary queried this saying it ought to be qualifying if played off full handicap and to make it non qualifying you need to play of a fraction of your handicap.
Now in my mind, it is at an away course and we don't have it set up on our software or have access to the other courses software so I thought this would make it a non qualifier without having to do fractions of handicaps.

Who is correct?

You are correct, you do not have to artificially introduce reduced handicap allowances. This is the text of an emailed reply I received from EGU (as it was then):

The club do not have the authority to run qualifying competitions at another venue. The ‘Away Day’ can only be qualifying if the event was administered by the host golf club and run through their own handicapping system software.
