Putting with the flag in the hole

We have just installed 'lifters' to our flagsticks. Once putt is holed hook your putter around the lifter, lift - and out comes your ball onto the green - no touching of flagstick, cup or foam. Just don't lick your putter head.

Had them a few weeks but the metal supports can still deflect a ball out so it isn't holed. Trick is to turn them so they are face on

Played the open at Haydock Park today .
On the start sheet it said you were allowed to remove the flag if you wish.
I thought that was banned.
Or is it a local rule at the discretion of the club.
