Very good Panorama last night on BBC1. Only half an hour.
Asks, "Is anyone to blame?" or "Who will be blamed?"
Does not give an answer, merely shows some distinct possibilities.

Where is the Inquiry’s report?
Recent communication from the Inquiry says it’s still months away. However, the govt have also said Fujitsu will be removed from the PO contract within the next year.
IBM, who were in for the original contract to supply the system, were paid to withdraw from that tender. A cynic might suggest they were paid to walk away so that the subsequent award of the contract is legitimate.
IBM are tendering for the new contract.

Janet has now been made another offer, which she’s accepted. The interim payment is higher than the 15%, and she is now able to buy a house after 15 years in rented accommodation. Although she wouldn’t say what the value of the full offer is, she did say that she will be able to put things in place to help with her complex medical issues.
I must say I may have had a bit of dust in my eye hearing her speak.
Janet Skinner accepted the offer mid October last year, 4 1/2 months ago. Around 96 working days since the offer was accepted. She still hasn’t received the settlement. I appreciate it might take a week or so for her acceptance to make its way through the convoluted channels of bureaucracy but just how long does it take to process a bank transfer?

I'm pretty sure it will go to his estate but Hobbit will know more as he's the expert on this thread and has done so much to highlight the wrongs.
Just feel immense sorrow for this guy, he wasn't a criminal and was basically bullied into accepting a 6 month sentence for something he never did. Even after all the mistakes came to light and he was awarded a pay out he never even received the full amount.
The guy is one of three that the PO have taken the same line with, i.e. the PO haven’t appealed the quashing of his conviction but believe they would win a retrial therefore didn’t payout full compensation. Personally, I’d question whether the PO is showing contempt for the court’s ruling.
However, Sir Wyn intervened, and the other two have since received full compensation. Why this guy didn’t, I don’t know.
Can his estate petition for full compensation? In theory, yes but if the PO decided to fight it, the petitioner isn’t around to answer questions.
I don’t know what the outcome would be but I am aware of a widow with two children, now adults, who was told by the PO they wouldn’t pay any compensation to them because her husband/father had died and the claim died with him. Again, things have moved on in that respect and families can now seek redress for their losses. Sadly, that part of the scheme was supposed to be largely funded by Fujitsu(U.K.). Fujitsu(U.K.) hasn’t paid out a single penny in compensation to a scheme they promoted at the Inquiry, even though Fujitsu(Japan) allocated £130,000,000 for payments over a year ago.

Fujitsu should be stopped from any other future contracts until this is sorted.
