how long does it take normally for an average golfer to get consistent, or how many shots should they be cut a year etc?

i know it depends on each person, but im sure there is a general run of things.

The average golfer may never be truly consistent. As for getting cut, if your h'cap is right maybe 3 a year but how many shots depends on your h'cap and how many you shoot below CSS, it's impossible to say really

Good question, I know some lifelong 20 something handicappers. They are happy doing what they do badly.
I also know a couple of guys playing the game a couple of years and they are either single digit or not far off it.
It's not much of an answer but if you seriously want to improve, it is entirely up to you. The first half dozen shots will fall off with ease with a few lessons, after that it begins to get harder and then the lower you go, the better you need to play to get cut less as the cut increments decrease from 0.3 per shot to 0.2 and 0.1.

thnanks for reply folks. Yeah i was hoping to get down to 14./13 by end of year. Had a great spell there recently. did not hit under 40 points the last 2 months. found out i won with my 41 yesterday and went down this morning with big hopes. hit 34, was very dissapointed. as read here its all down to the short game, putted really bad today.

Haven't shot under 40pts for two months. Whatever your h'cap is, it's wrong just wrong.

Once you get down to the right h'cap you'll be pretty happy with 34pts

Well well i have played about 10 rounds in 2 months as im away a month then home a month with work.

Just hope its not a flash in the pan etc.
