A follow-on can be enforced by the team that bats first if they bowl the other team out for a total that is at least 200 runs short e.g. you score 400, you bowl them out for 198, you can enforce a follow-on if you choose to. That, as they say, is that.
A draw is achieved if time runs out (or the captain's agree a draw is the only practical outcome) and a result has not been achieved e.g. you score 400, they score 350, you then score 250 meaning they need 301 to win and they either run out of time to get the runs or you fail to take all the wickets. Simples.
