I'm not convinced he would though. It appears he did with you but not me. I put 101, 95 and 84 on our par 71, and he took my middle card and gave me 24. If he had gone the same way he did with you I would have been off 13 and struggled massively, bearing in mind I'm struggling to play to 20 at the moment.
Struggling off 13 or not, he got it wrong. Only in exceptional circumstances can an initial allocation be awarded which is higher than the best adjusted card of the 3. What exceptional circumstances could there possibly be to warrant a handicap of 11 strokes higher than the best card suggested?
You say you're struggling to play to 20 now, but the system allows for your initial allocation to be monitored so that adjustments can be made in the light of scores subsequently returned. That, however, won't get away from the mistake in the initial award - he obviously makes his own rules.
