I’ve been looking all over and I can’t see a definitive answer so I’m hoping you all can help please.

When playing Winter League golf at our club this week I basically want to know whether you take 90% off the lowest man’s handicap then work out the handicaps / scores.

Is it

PLAYER A - 7 - 90% =6 (receive 0 shots)
PLAYER B - 12 - 90% = 11 (5 shots)
PLAYER C - 9 - 90% = 8 (2 shots)
PLAYER D - 20 - 90% = 18 (12 shots)

Or

PLAYER A - 7 (receive 0 shots)
PLAYER B - 12 - 90% = 11 (4 shots)
PLAYER C - 9 - 90% = 8 (1 shots)
PLAYER D - 20 - 90% = 18 (11 shots)

I just can’t find the answer whether I take 90% off PLAYER A before I work out the handicaps or whether his handicap is basically 100%?
