trouble no need to look at the record, everyone at that club who's been there more than 13 years knows the score. should have been dealt with at the time TBH, but sort of been ignored. i know the alliance had a big issue the first few years he won and acted, but questions how you can play off 9 shots lower in winter and still win on a reg basis yet rarely puts a card in all summer. Won the winter league by quite a few shots as well.If he's been at the club some time a quick look at his handicap record will soon tell what's going on. I've just had a problem where someone handed in 3 cards failing to mention there golfing history. Sometimes I think the idea of interviews before joining is a good idea.

When carrying out the Annual Review and in giving consideration to possible handicap adjustments arising from the computer generated listing, the Handicap Committee must:
• take account of the player’s achievements in Non-Qualifying Competitions, match play competitions, four-ball better ball competitions and other forms of team event in addition to medal play performance;
Not sure if it there is something similar with you, but England Golf require all Non Qualifying Competition scores to recorded / reported to the players home club by player and away club:

This is what I do every time a member submits their 3rd card for handicap, and I've managed to find several who have had handicaps elsewhere. However, there are limitations. You can only search by name, so they only stand out if they've been a member of another club locally, and becomes very tricky or impossible if they have a common name like Steve Smith.Fine when you have a club secretary doing this but when its volunteers some of this information gets lost over time.

I think those examples refer to ‘one off‘ situations. The OP was clearly referring to multiple competitions.One of the troubles I and other members of our handicap found with that edict is that it came with no guidance as to how we should take them in to account and waht do you do if organisers of such things refuse to give you the information.
