How real are HANDICAPS???

Why haven't you grasped the nettle and submitted 3 cards for a proper/official handicap which would settle the issue?

As we pay £100 for the year we cant tee off till 12PM so would have to pay £18 a round to play in weekly comps which defeats the object. Should be joining a different, better course next year as MY TIME Golf has taken over and the course has become a little boring round after round.

Whatever your membership category, you are still entitled to submit cards for handicap. Then, when you have a handicap, if they do not make provision for handicap qualifiers for players who can only play after 12 pm (and they should be making such provision), you could still submit Supplementaries to keep your handicap up to date.
 
One of my biggest problems is people entering 3 big comps a year just keep there
handicap active..

A lot of clubs deal with this with local stipulations that say you must have completed X number of competitions prior to the big competition.

My old club held 3 weekly stablefords with the Saturday one sometimes bumped for a medal.

You had to have played in something like 8 stablefords or medals in the preceding 6 months before you could enter any of the big honours board competitions.
