How do you gauge difficulty?

But going back to those links posted - I guess my query was really: how come in calculating SSS they take a 'typical' scratch golfer and then only assess the hole from the perspective of their 2nd shot? Why not take the difficulty of the tee shot into consideration?

Does that make sense?

Yes I'm sure Region3 is right. Taken from the EGU guide:

"From the Tee
Agree the line of play and from where the Scratch Golfer would like to play his next shot, which may not be at the maximum of 260 yards. Note any change of elevation and any other obstacles that may influence play.

At Target Area
Identify the length of shot required from the tee and determine the Scratch Golfer’s expected Target Area from the Accuracy Table. Evaluate all Difficulty Factors located in and within close proximity of the Target Area and allocate difficulty factor points accordingly."

In addition the example on page 5 relates to assessing the difficulty of a drive and there are other references to how the difficulty factors affect tee shots.
 
CSS is Competition Scratch Score and is a measure of how the course plays on the day - ie factors in wind/weather and, probably, last nights bar-b-cue

CSS is a nonsense, it has little to do with conditions except in extreme circumstances, but more to do with the inconsistencies of club golfers - but that's an entirely different topic :D
