Can't help but notice that the screws seem to be coming out of the plugs. Decent plugs and the biggest screws that will fit in them should do the job. Mine has been in place with a 20m hose wound around it for 20 years without shifting.

Think thats the all to common mistake many make. Too small a screw used.

I get that, but a large enough screw bites into the wall fixing and doesn't allow it to move or pull out.

Is this a domestic hose reel or an industrial farm irrigation contraption??
Can't help but feel a certain amount of overkill is way too evident, and surely just a fresh hole drilled, decent fitting and no 10 screw, 2.5 " long will more than do the job.

But this is the beauty of the forum.
The OP asked for suggestions and ideas, several have done so and now he can choose which suits him best for the situation he's in.

The Render in most cases is the problem.
People use the screws supplied but the render can be quite thick so the plug is hardly in the brick and render just crumbles.

Deeper hole and tap any new plugs into the brickwork properly 1/2” past the render minimum.
Put some tape on your drill bit so you can measure your new longer screws.
