I must have misunderstood the ruling, I thought he hadnt got anywhere near qualifying time to be in the race, is it just qualifying he fell out of then?

As final qualifying is now in 3 sections , he just never made it past Q1 and so was destined to stay P16 with no other chance of improving....and he was't the only one. Both Toyota's finished on the back of the grid !!!
