Got my first official handicap today

Bad wording, not 2 shot deduction from actual handicap for submitting a supplementary card- but if you are off a handicap of e.g. 24 they will only deduct 22 shots when calculating the net score.
 
I am no CONGU expert and am merely telling you what those who shall not be questioned or challenged on anything decided we should do at our club

I have always assumed it was because of yellow tees being used with the course being 300 yds shorter than the whites but no idea on the CONGU rules for this and whether it is correct or not.

All I can think of is that there is another case of "bad wording". If the course from yellows is 300 yards shorter than the whites, then SSS is highly likely to be 2 shots lower. This may well be what you were being told. Your full handicap has to be deducted from your gross score and assessed against the SSS of the measured course played. If anyone tells you anything different, he is wrong.
