Freezing Handicap Index on WHS Platform

Handicap Committee wish to freeze a players H.I. from going up, but not from going down. I have attempted to do this on WHS P. However it is unclear whether I have achieved the objective. In WHS - call up member - official handicap adjustment - You have 3 options the first is Freeze H.I. and the page is already set out with three boxes to do this. You enter data and commit by "Save Changes" button. There is also an option to then check a "Frozen and Withdrawn Handicaps" page. This is where I would expect to see confirmation of the action taken. That page is blank.
So the three boxes have not retained the freezing data and dates, and confirmation page is also empty.
I need to establish: a) The players H.I. has frozen b) that it is only frozen from moving up not down, c) confirmation on the WHS system that I have achieved my aim.
Help please
 
Have you tried resetting the hard and soft caps?

We had a 'play around' a few years back and could reset a player's soft cap. However it resulted in a handicap increase which we were trying to avoid.
 
Thanks both. And yet research (and common sense) suggests the WHS system can be used for an upwards only freeze of a players H.I. You should want the player to demonstrate their true ability and not (ahem) just do it in events that suit them.
The dreaded AI says the following:
"Yes, a Handicap Committee can freeze a player's Handicap Index and specifically instruct that it only prevents upward movement (handicap getting higher/easier), allowing it to still decrease if the player submits good scores. This is part of the Handicap Review process to ensure a handicap reflects demonstrated ability."

The intention is there, but I just cannot get WHS Platform to do it. Just to add WHS Platform is to put it mildly - not very good and ripe for an upgrade.

Yes, the rules do state that the committee can "determine to freeze only against upward movement" however, (unless there has been a change since I last checked) the software only facilitates a freeze against all movement, which makes capping a manual process that requires constant monitoring.

Edit to add: one of our pros currently has a frozen HI that is higher than his actual index would be, so looks like nothing has changed.

if the player's HI was frozen to prevent any upward movement and scores below the frozen HI are being returned, the HI should either be unfrozen to recalculate and frozen again, or a downward manual adjustment may be made.

Thanks. But I would have thought the WHS software was (should be) sophisticated enough to be able to automatically do the job. That is record all scores but only count in the H.I. calculation the differentials which fall below the frozen Index? If the player had played in a qualifying competition they will generate a differential when the ISV site processes the scores and produces a result then forwards it to WHS.
