2019 Easily missed little changes

It's my understanding that the rulings in approximately 300 Decisions have been incorporated into the 2019 Rules.

I agree with the ball in the tree, which was the original question. My comment referred to the examples that you cited.

I wasn't citing examples, I was giving the full wording of the new rule 7.2 How to identify ball, which included a new first option relative to the existing rules. That option would seem to cover the situation raised by Mike, although it's clearly qualified.

Part of Rule deleted. Match play

Old rule
19-5. By Another Ball [h=4]a. At Rest[/h]If a player's ball in motion after a stroke is deflected or stopped by a ball in play and at rest, the player must play his ball as it lies. In match play, there is no penalty. In stroke play, there is no penalty, unless both balls lay on the putting green prior to the stroke, in which case the player incurs a penalty of two strokes.

new rule
Exception – Ball Played on Putting Green in Stroke Play:

If the player’s ball in motion hits another ball at rest on the putting green and both balls were on the putting green before the stroke, the player gets the general penalty (two penalty strokes).

Is this something which was a decision that has now become incorporated?

If the player plays a provisional ball into the same general location as the original ball and is unable to identify which ball is which:
• If only one of the balls is found on the course, that ball is treated as the provisional ball which is now in play.
• If both balls are found on the course, the player must choose one of the balls to be treated as the provisional ball which is now in play, and the other ball is treated as lost and must not be played.

I thought this was useful:

In using club-lengths to determine the size of a relief area, the player may measure directly across a ditch, hole or similar thing, and directly across or through an object (such as a tree, fence, wall, tunnel, drain or sprinkler head), but is not allowed to measure through ground that naturally slopes up and down.

holes made by burrowing animals now animal holes

16.1 Abnormal Course Conditions (Including Immovable Obstructions)

This Rule covers free relief that is allowed from interference by animal holes

Animal
Any living member of the animal kingdom (other than humans), including mammals, birds, reptiles, amphibians and invertebrates (such as worms, insects, spiders and crustaceans).

Animal Hole

Any hole dug in the ground by an
animal, except for holes dug by animals that are also defined as loose impediments (such as worms or insects).
The term animal hole includes:
• The loose material the animal dug out of the hole,
• Any worn-down track or trail leading into the hole, and
• Any area on the ground pushed up or altered as a result of the animal digging the hole underground.

A bit contradictory in the definitions about status of worms and insects though.

Bunkers undergoing repair have lost automatic status as 'through the green'.

I never know why they do this - how the dickins do you assess 95% certainty vs 90 or 80.

6.2 Playing Ball from Teeing Area
b. Teeing Area Rules

(6) When Ball in Play Lies in Teeing Area. If the player’s ball in play is in the teeing area after a stroke (such as a teed ball after a stroke that missed the ball) or after taking relief, the player may:
• Lift or move the ball without penalty (see Rule 9.4b, Exception 1), and
• Play that ball or another ball from anywhere in the teeing area from a tee or the ground under (2), including playing the ball as it lies.

Does this mean that if I miss the green and end up on an adjacent teeing area but the line of my preferred shot back to the green is blocked by a tree - I can pick up my ball and drop it anywhere on the teeing area I wish that gives me a clear line for the shot I want to play?

No.

Teeing Area
The area the player must play from in starting the hole he or she is playing.

The teeing area is one of the five defined areas of the course.
All other teeing locations on the course (whether on the same hole or any other hole) are part of the general area.

New 16.3 overcomes the question of what to do when a dropped ball comes to rest in the same pitch-mark where it had been embedded; such a ball will always be re-dropped because it came to rest outside the relief area.
The relief area being within one club- length of (but not nearer the hole than) the spot right behind where the ball was embedded.

Bunkers undergoing repair have lost automatic status as 'through the green'.

Err.....think you have this slightly confused. Through the green doesn't exist anymore and the losely equivilent is the general area from next year.

Put another way, the rule is effectively the same but the wording is different.

The through the green is in quotes I was using this to show the current rule.

I had thought that bunkers under going complete did not need to be declared as GUR by the committee and were automatically through the green under current decisions.

Currently -

If a bunker is being renovated and the Committee defines the entire bunker as ground under repair, the bunker loses its status as a hazard and is automatically classified as “through the green”.

From next year

When a*bunker*is being repaired and the*Committee*defines the entire*bunker*as*ground under repair, it is treated as part of the*general area*(which means it is not a*bunker).

Basically the rule isn't changing - the change is in the definition of areas of the course and their associated wording.
