I know a bloke wgo 6 month ago was a member at another course playying off 13, he joined our course asked to put his 3 cards in again and got 18 ;-) yet has never played any comps yet enters online opens and seems to win quite alot even comps i enter what would you guys do about it or say
 
Sounds like a failing of the system to get 5 shots added to his handicap. I thought if there was no real gap between memberships his previous handicap would have carried over (I stand to be corrected there however). If you can, make sure all his open cards reach your club. Then he wont be off of 18 for long.
 
Rather annoys me this and it's becoming a more regular occurence. Clubs today are so chuffed to get new members that they accept any lame excuse given by potential new members. 'Played off 13 a few years ago but haven't been a member anywhere for years, and just getting back into it' - no checks done.

Alright this bloke up to now has not entered any club comps, but he will at some stage, and he seems to enjoy entering events elsewhere, and now your club have given him a proper handicap certificate, it allows him to shaft everyone because he stole 5 shots.

can you not suggest to the handicap committee that this needs to be looked at... rule 19?

There seems to be very little use of that method of cutting (think its called clause 23 now)

I asked whether I would get an extra cut for my nett 64 the other week and it seems unlikely. Given that other wins since then has netted me £200 in vouchers, and those wins are in various non qualifying golf, I am getting more than my fair share of aggro from members, especially those that I cut whilst on the golf committee

clear cut beggsy - you write formally to the handicap secretary and just ask for confirmation that 'Joe Bloggs handicap of X from his membership of Y golf club a few months ago was taken into account when his new handicap of Z was allocated'

the end from your perspective - the monkey is back where it is supposed to be and either (1) he declared his handicap history in full but the handicap secretary chose to ignore it or (2) he didn't, in which case if I was the H'cap sec there he would be of 12 later today (after a 'phone call)

Definitely agree. Clears your mind and puts the onus back on the new club and their handicap secretary. If they do nothing it isn't your problem after that
 
Most definately it needs looking into it would be strange that they have given him 18 now after only 6 months ago being off 13, but if he's declared that and they have chosen to ignore and allocate new handicap off cards submitted just have to accept the h/cap sec decision.
If you didn't say anything it will only niggle you especially if he beats you or one of your mates to a prize.

He's now off 18?
That could be understandable if he was injured or lost his golf swing, but if he isn't playing in club comps and hoovering up in Opens, then he is a cheat and should be thrown out of the club.

If his change of clubs was within 6 months, his previous handicap is retained. If outside 6 months, his previous playing/handicap history should be declared and taken into account along with the 3 submitted cards. As has been pointed out, the question must be put to the Handicap Secretary/Committee.
