Winter rules mud on ball

England Golf winter check list: Winter rules from 1st October. Lift clean and place closely mown area within 6" etc. Ques: Ball not on a closely mown area it is off the fairway, it has mud on it. Can you lift clean and replace (replace) in same spot and still handicap the round? There may be a flexible local rule saying Cttee can stipulate clean and replace a mud ball not on closely mown (but not in p.a.s or bunkers) Can you handicap the round if the local rule is in force?

There is an allowable local rule for lift clean and replace however it is recommended that clubs should only use it for specified areas rather all of the general area. Yes rounds can still be qualifying when it is place.

Are you confusing the two local rules E-2 Cleaning Ball and E-3 Preferred Lies. The former requires the ball to be replaced whilst the latter requires the ball to be placed within 6" (in this country).

While the Local Rule for Preferred Lies (E-3) is designed for use only in areas cut to fairway height or less in the general area, this Local Rule (E-2) can be used throughout the general area or restricted to specific areas. The Committee could choose to use both Local Rules permitting preferred lies in the fairways and cleaning the ball elsewhere in the general area.

Thank you for the responses. We are using LR E3 preferred lies during the winter. Our club local rules also allow LR E2 mud on ball lift clean and replace to be used on a comp by comp basis depending on state of the course. The start sheet is to specify when this rule is also in force.
