Window installer but no Fensa .. rouge or not

We had a couple of wondows installed by someone who came highly recommend by our builder. The windows look great and solidly put in. The guys run a glazing company and were very courageous and professional. At the time of negotiation he mentioned he will provide a Fensa certificate.. all money was done via bank transfers.
Since he got the money he has gone quiet. After a few weeks I managed to find him and he mentioned he did not have Fensa but will send Cetas certificates and then AWOL. I checked with him and he mentioned he does not do cetas and will get a 3rd certificate.
At a loss of what to do with this. Any advice?
 
Sounds like your man wasn't registered in the first place, so, he's never going to issue a certificate. Did you need planning permission or a building warrant for the new windows ? If so the local authority would be another route possible.
 
Replacement windows are under Building regs. Get the council building control out to inspect and issue a certificate. If the windows fail, time to take action against the installer as you ordered windows and installation that were building regs compliant

We did a small extension which needed a couple of windows and my builder mentioned that these are covered by Building regs and backed by our builder. While he was doing those, we asked him to replace some single glazed windows in other parts of the house. These are the ones that I dont have the fensa. I did not realise i could use Building Regs to check and provide a certificate. The Regs are due to come around soon and will check with them. Tnx a ton.
 
Doubt it's a rogue, more like someone who works for a window company but fits windows on the side. I had my old house done by a couple of lads I worked with, one was factory manager, the other a delivery driver iirc, did a cracking job and I saved loads doing it that way.
To he honest though mate it's a complete gamble whoever you go with, even large window firms use contractors who you wouldn't trust to empty your bin, never mind fit doors and windows.
