Why no 59?

So Ross McGowan has shot a 60 on Tour. 2nd time its been done recently.
Ok McGowan's doesn't go in the record books as they had preffered lies but 60 has been shot a number of times now. But why can't they get to 59?
Is it all in the mind? It must be.
If they can shoot 12 under par, why not 13 - its only one more birdie and as they're obviously playing out of their skin it shouldn't be too difficult should it?
 
There have been a few 59s, but clearly not in tournament play, if your sources are correct. Why not?...one can only presume that it's just one of those things.....62 is unusual, 61 hardly done, 60 almost never, 59 never......
There must be some par 73s out there where folk have had a 13 under gross.....that's like a 59 except not with the psychological difference of a round in the 60s and something in the 50s.
