Your F/C finds his ball in thick rough, picks it up to check it is his ball, without marking and then replaces it with a better lie?

I have seen this occur several times recently, both in roll-ups and medal competitions. What is the right way to deal with this?

Penalise them ?
 
The easiest way is to tell it like it is. Don't pussy foot around if you see a rule break as they're cheating themselves and everyone else if it's a medal. You never know, they may be unaware of what they should do and might thank you afterwards.
 
Say something like "You do realise that you should mark your ball before you lift it in the rough. I got a penalty for doing that and not marking my ball a few weeks ago". It might just be that he doesn't realise the rule or it might make him think twice before doing it again if he knows it's been spotted.
 
There are a number of basic rules that a number of players haven't got a scooby about. Get a rule book, they're small enough to fit in your bag. Have a read, and then bring it out if you're undecided. Your FC can't argue with black and white print..., and it takes the pressure off you.
 
Perhaps I am mistaken, but I would expect a strong, negative response from the F/C, as these gentlemen have played golf for many years and I am relatively new to the game.

Perhaps you will, but they are wrong. There are many who have played the game for years but are ignorant about the rules.

New to the game or not, the rules are the rules. If we don't have the rules and players who are aware of them then all integrity is lost. You can get the rule book in an official free R&A app, so searching won't be a problem!
 
I'd simply say 'I trust you realise that's against The Rules!'.

If they kick up a fuss, then simply say that 'While I don't particular that you are breaking The Rules, there's another Rule that states the if players agree to waive a Rule, then we are both disqualified, so your Rule breaking is affecting me!'

If they challenge you on whether they are breaking a Rule, simply tell them how they are - by not announcing and giving opportunity to observe, marking before lifting and then by not replacing exactly where it was.

Don't mention the cheating though!

Be prepared for a very quiet rest of round!
 
Thank you Foxholer, for suggesting a practical course of action. This occurs only when I play with seniors (of which I am one) and I do have a copy of the Illustrated Rules.

Winner winner chicken dinner. If you tell them it's going to affect you too, they can't get angry!
 
penalise them straight away. it's the fairest option for both of you and everyone else in the competition.

they also have to invite you over to witness them lift and check the ball do they not?

i'd say that i was sorry but they had incurred a penalty, and had to accept it. if they objected I'd say lets make a note of it and check it with the pro / rules book back in the clubhouse.

Perfect answer. I'd have the rule book in my bag (always do) to back my points up
 
I walk past the 14th green in a medal and i was playing the 15th , saw the group behind were doing gimmes , turn to my F/C and said did you see that , well reported it the the club sec, nothink surprises me anymore ...........sometimes they dont know the rule or thats how they have always played it ............................EYG
