There are shops now that have a water drip installed in their doorways to deter homeless people sleeping in them 
If you read the whole article it shows there is more to this than the headline.
As to the bagpipes, who wouldn't move to get a better nights sleep. Effective in moving people away from specific areas.

I live in the area, I know the car park in question very well. it is a multi storey and they used to play pipe music in the stairwell. The car park is open 24hrs. I suspect that the council didn't want homeless people sleeping in the car park stairwell as it could be intimidating for single women at night.

I have parked in that car park when I visited Bournemouth on business last year. I thought it was someone in one of the flats nearby playing the pipes! Did think it was odd at about 8 am on a weekday!!
