A picture of the entire area (including hedge and red penalty area) or a diagram would be very helpful in determining options for the player.

Arial photos from Google Earth of (1) the hole from tee on middle right to green - red star marks the spot where the ball came to rest on the branch draped over the cart path, and (2) from the Green looking back towards the tee, the red star shows the spot with a hedge and ditch directly behind, both in red penalty area.
