Indeed - just saying that I don't think it rare that players having a chat about clubbing before teeing off on the 1st.

Your “example” was two teammates talking about the shots which is not exactly the same as FC’s in a singles event talking about club selection etc etc

Do you believe that players should be able to give or take advice at ant time?

Can you tell us whether you think that players should be allowed to give and ask for advice from anyone at any time during their round as Rulefan has asked;
or,
if you agree that players should not be able to give or ask for advice during their round, can you tell us when before a round the prohibition should come into effect that would be smart rather than dumb?

This would be difficult because until the player has made his first stroke, there are in effect no holes. Apart from being late to tee off, there are no (playing) rules that can be applied before the round starts.

Yes it should be and is for all holes being played.

I don't think it's that difficult it just requires common sense and better wording that's all.

Rule 42-1 : You cannot be serious! OR How is that not a penalty! OR Ah c’mon, I’m not havin that!

At any time a competitor or opponent can call a personal foul on any action by another player/s that they themselves don’t understand or agree with, for a one stroke penalty to the other player/s

I thought it was.....up until you start your stipulated round you can discuss which clubs you are likely to use on all and any holes; which lines from the tee are suited to which clubs on any hole; the slopes on all the greens etc etc etc.
Once you have started your stipulated round you can't.
Seems simple and even handed to me.
