Gaitors, now there's an idea... but mine are setup for my boots, not golf shoes so would continuously be adjusting.

I just wear the wife's tights, all year
My mrs don't wear tights, just stockings. Puts people off at golf so she wins LOL

As for bulk. My waterproof trousers are only marginally bigger than my normal trousers, so I don't find them bulky. Its when cold and I have golf T, Jumper and waterproof jacket on..... might invest in super thin waterproof jacket, and i'm going to start using a base under the T rather than a jumper.
