In fairness, it isn't just referring to a player who can kick a ball well when stationaryCommentary in the Chelsea - Leeds semi final used the well worn phrase "dead ball specialist".
So referring to someone who can kick the ball well when it is not moving.
What are players doing on the pitch if they are not adept at kicking a stationary ball? Is it easier to kick a ball that is moving?

It is referring to a player who can kick a ball and frequently avoid a wall of 6ft+ players and have it find the net with enough pace and power to beat one of the top goalkeepers in world football.
It probably isn't easier to kick a moving ball. But then that is why players like Mark Hughes got glowing reputations for their volleying skills
