Yes they can, at any time. They have not been banned, they have chosen to leave.
They must come back openly though, any past warnings will be transferred across, important so that their past record can be referred to by any new mods who are unaware of their history (if it is a negative one). They can not come back and pretend to be entirely new, that is against forum rules. If you haven't done anything wrong, just wanted a break, no reason to hide who you are

Horrible horrible fans. I was walking down Matt Busby way when their “Ultras” came running down and my mate thought one had punched him in the behind.
