Forgot to say that our scrambles are always drawn so that you have one low , one medium and one high h/c per team and usually the 4th is a lady if there are enough of them to go round.

I'd go with the 28 h/capper anyday. There'd you'ld be leaving him out and assuming that the reason he's a high 'capper is that he can't drive. You see far more that don't have a short game and you've two shots to cover that.
