Texas Scramble Cards dq`d ?

4 man texas scramble - one card returned was not signed -= team dq`d - question is why dq`d and what is the reasoning behind such.
 
My initial reaction but - the only person/people signing it to say it IS correct, are the players themselves - no opponents sign it !

You don't normally have any opponents in a Texas scramble. They are not played as matchplay. Nor would you have any Fellow Competitors as all the players in the group are in your team.

But of course Texas (or any other) scrambles don't have any written rules unless the organising committee write some.
