Testing the surface

What's the views out there,

Match play
golfer concedes putt then throws the ball to his opponent. Ball bounces 25 feet away at opponents feet on the edge of the green. The golfer has two putts for the hole. Opponent thanks golfer for giving him the putt and tells him he has just lost the hole for testing he surface .

I wouldn't accept his statement, would tell him not to be a pillock and carry on. At the end I would tell him what I thought of an opportunist like him!

The guy was being an A1 pillock. Hope you didn't let it get to you.

For me the damage was done as soon as he opened his mouth.
I would not wish to play golf or spend any time in the company of someone who thinks like that.
I would imagine that many of your club members would feel the same.
I would also have reported him to the club for exceptionally bad sportsmanship in a club event.

Was there previous?
Did you claim a hole?

I must confess for claiming a hole for the opponents testing the surface.
It was in scratch foursomes and one guy was actually putting conceded putts back to his partner.
He had done so on two previous occasions and was low enough handicap to know better.
There was a bit of an 'edge' to the game which escalated somewhat after that.

I reckon that I would have had a wee word in his ear the first time he did it and let it go unless he continued.

Unless he setup to play a putt I'm not sure how you would proceed to be sure that he testing the surface. Knocking a putt back with your putter in itself is not a breach of the rule. It has to be done with intent to test, and I would have thought that mentioning it could be seen as testing would have been preferred after the first time it happened (as above). That way no breach would have been seen to happen afterwards.
