The club I played at before used to have a "roll-out" rule in the rough. If you're plugged in the rough you just prise it out and roll it alongside the plughole and play on. No cleaning or dropping.
In the rough why should you be allowed to clean the ball just because you plugged it? If it was in the rough but bounced out of the plug you couldn't clean it..
