I’ll have you know that I’m not a slow player, yes I take more shots, but I’m not spending time looking for balls in the very long stuff, as mostly I can’t reach the very long stuff.

Am I missing something, as that sounds exactly like telling people when they can tee off....slowest must go out later???I have said repeatedly, no-one is telling you when you can and can't play.
I'm sure most groups can and do complete their rounds 3.45-4.15 but not all.
All I'm saying is faster players are encouraged to tee off early so they can't complain about being held up.
Followed by the majority who take 3.45-4.15, followed by those who take longer who won't hold anyone up.

Some of the slowest players I know of are low handicappers.Yes, thats it.
That could to be best done primarily by handicap, which corresponds strongly to average number of shots taken, as the best first impartial indicator of speed.
Further refinement could be a questionnaire with check boxes for : uses iron covers, aimpoints, lasers, aligns a line on ball for putts on the green, fiddles with a shot tracker watch and hurries back when everyone has left a green because they need to 'collect' the pin location, etc which would move people to a later slot than their primary handicap one. But rebates could be given for moving players earlier than their benchmark one : putts with the flag in or out never asking for a change of state, uses a 3 minute timer (for all players in the group) when looking for balls, will tee up first on a hole without even thinking about the honour or asking who is up, never tells rambling Ronnie Corbett type jokes, etc.
at our club there are a couple of low Handicappers who are ultra slow, i get that they don't have many shots to play with so every one of them has to count but it is painful if your behind them, however when you see a gap on the start sheet in front of them you know your going to have a very chilled round!Some of the slowest players I know of are low handicappers.

I would agree with the first two solutions but would substitute the last point with a mechanism to ensure that players can play at whatever pace they want if they let the group behind play through once they have lost ground on the group in front - this would be education and fair consistent marshalling.So your solution would be
