Is it still the case that you can shorten a course by up to 100 yards and this will not affect the course rating?

Appendix G Section 5 (link) states this:
The front of a teeing area, as defined in the Rules of Golf, should not be placed more than 10 yards (10 metres) in front of, or behind, the relevant permanent distance marker on each hole. Overall, the golf course should not be shortened (or lengthened) by more than 100 yards (100 metres) from its measured length, to ensure accurate application of the Course Rating and Slope Rating in the calculation of players’ Score Differentials.

It is only "should" and not "must" but then goes onto describing how to adust the CR and Slope for changes beyond that. However the Handicap Commitee does need to inform their Authorised Association about this.

Up to 100 yards is considered normal day-to-day course setup variance so no adjustment is required.
Standard adjustments for variance above this limit are detailed in the appendix, but clubs do not have authority to make adjustments themselves and must contact their rating team.

However, if you are referring to either a temporary (for an extended period) or permanent change, e.g. because one or more holes have been significantly altered, re-rating will usually be necessary - this can often be done without a visit.

I was thinking we could reduce a 185 par 3 to 135-40 yards and increase a 210 yard par 3 to 260-270 yard par 4 ( what is the shortest distance a par 4 can be) So could we just alter that ourselves?

No, such big changes to individual holes would require re-rating.

In addition to the length changes, the playing characteristics will change so a rerating would be necessary.
