There was one event that they relaxed the rules because even for that country the heat was considered extreme but the rule still applies in general for co sanctioned events.

Of course people would complain, as then old men in suits at the head of golf would be accused of objectifying women. That’s not the case when saying men Must wear trousers.

Ladies at most clubs are allowed to wear trousers cut off half way between knee and ankle but men are not - is trying to look like a knob something that men should sue their Club for discrimination to be able to do?
