Rules Disagreement

No Penalty.

For starters you have to intend to do it and I'm sure your playing partner did not try to cheat.

Second, I doubt very much that a single leaf warrants a penalty. If it was a branch that he broke or bent out of the way that is another matter.

I would have contested it as well.
 
The problem is consistency.

Brian Davis called a penalty on himself for moving a loose impediment in a hazard on his backswing. Quite right too. Its a penalty. But did he gain an advantage? Almost certainly not. But its still a penalty

In the OP, did the player gain an advantage? Almost certainly not. And as Bob and others have pointed out, its not a penalty.


With contradictions like this all over the rule book it makes it extremely difficult to come to the right answer.
I know there have to be rules and decisions to counter every possible incident but its becoming more and more necessary to take a full-blown referees course to know what the hell is going on out there.

I think there has to be a major - and I mean MAJOR - overhaul of the rules, a simplification (sometimes its a one shot penalty, sometimes its 2 - why?).

How many of us can honestly say we know all the rules - every single one. And the decisions too.

I think it's the decisions book that covers all these potentially subjective rules.

I was going to get a copy of the rules to carry in my bag, until I found an official R&A version in the app store for the iPhone!

Now all I need is someone calling a penalty on me for having an iPhone on the course because it can tell me the slope on the green and wind speed

I hope they bring out an app of the decisions book too.

Again the consistency vulture rears its ugly head.

"Here, have an iPhone App that gives you all the rules. You can use it to make decisions while you're playing. Oh and by the way you're DQ'd as you're using your iPhone on the course and it gives you temperature readings"

A microcosm of the problem with the rules of Golf.
