we had a brilliant one the other day. Playing partner was in a bunker, played his shot and the ball didn't come out, but was nowhere to be seen in the bunker. After much laughing and puzzlement I looked down a rabbit hole in the face of the bunker and there it was about a meter in. Where should the ball be dropped? It was about 50cm on the fringe of the green but under ground. Lol.

He should think himself lucky. Any holes in bunkers at our place are invariably piled high with fox ?. Phew.

So....free relief and it does not have to be in the bunker?
If that ball is outside the limits of the bunker as you suggest then the free relief MUST be outside the bunker, using the relief area based on nearest point of complete relief above the ground, accounting for vertical and horizontal distance (see 16.1/5).
