Playing a friendly round tonight with 4 pals . Me and one pal hit our balls into a greenside bunker which was GUR on a par 3 .. One lad said we could drop on the fringe of the green not nearer the hole because this is the nearest point of relief . Sounds legit to me but the 4 golf mate in our group wasn’t 100% saying it’s drop at the point of entry

You take relief from GUR just as you would any other abnormal ground condition...the nearest point of complete relief not nearer the hole.

16.1b limits the relief area to the "General Area," but applies to a ball that was originally in the General Area!

So, if the ball was the bunker, 16.1b doesn't apply.😉
but how do you drop it in the bunker if its GUR?!

The bit in bold

Your mate is getting confused with the rules for Penalty Areas.

Do not forget GUR means you can still pay from the bunker, often the better choice where I play. Mandatory relief is only required if the club has a LR prohibiting play from GUR or has also marked it as a No Play Zone (NPZ).
