I believe that a 'disaster' on a given hole will be reduced to a nett double bogey for handicap purposes. But, there were conflicting opinions over the weekend as to whether that means a true nett double or 2 shots above ones handicap for the given hole.

Can someone clarify for me please?
 
I don't understand what the difference is.

If you play a par 4 in 10 shots, it will count as a 6 for h/c purposes if you don't get a shot on that hole, and a 7 if you do.
 
There may be conflicting opinions, but the rules are clear and simple. It is based on converting the score to stableford. That is in effect based therefore on nett double bogey, because that is the 0 points score, and you can't score less points than 0.

The easiest way to consider it is in terms of stableford points you score. Convert your medal score to points.

CSS can also be stated in terms of stableford points, 37 (if CSS 1< Par) or 38 (CSS 2< par) points or whatever. If you have more points than CSS, your handicap is reduced in the usual way.

If you have the actual scores, it will take 10 seconds to work it out.

What was par and CSS for the course and what was the bad score you want adjusted (score, par, stroke index)?
 
Where you watching? :o It was a 10 on a par 4: unfindable 1st, provisional into very deep rough, 2 to escape said rough, 6 iron to greenside up against a tree trunk with no option but to knock it sidewards, chip and 2 putts :o

So it was a par 4, CSS was 71 and SI 7.

The confusion came about because one guy said it would be reduced for handicapping purposes to a 6 and another said 7.

Once you adjust that and any others, you will have your total score for handicapping purposes, i.e. if you had a nett 72 originally and CSS was 72, you wouldn't have got a cut, but now that the 10 goes down to 7, your nett would be (in this example) 69, giving you a cut of 0.9 (0.3 per shot below CSS for a cat 3 golfer)
