New 'handicap matters' page in magazine...

Why do we not apply the same system as America where your handicap is adjusted based on the difficulty of the course? Depending on the course I can be a hacker or a bandit off my handicap so surely the challenge of the course should be an important factor as to the handicap you apply for the round.

Good question. Where I play is considered reasonably difficult with plenty of hazards etc, but i can play some courses where its not so demanding. Shouldn't there be a system that incorporates the difference.
 
I think CSS and SSS are supposed to do this.

A piece on the relative merits of both systems (american and Congu) would be nice, and how it would reflect on the average golfer. Would I be lower or higher playing the american system where every card counts?
