Lifting without Marking and playing from the wrong place

Captains Day Stabledord Comp today, one of the Par 3's was also a nearest the pin hole, PP lands 102cm from pin, others putt out,
Guy who is then ntp laughs and says "Oops I forgot to mark my ball when I lifted" I suggested he remeasure as we knew distance ball was from hole, he then says, "no no I was here" puts ball down and putts it in for a 2, I said it's not a 2 as there would be a penalty, why don't we measure, play again and clear it up afterwards, he had replaced his ball at least 10-15cms closer than it should've been, at this point he picked his ball up and just said, I'll have an NR.
Am I right in thinking if he had played from the remeasure it would only have been for a one stroke penalty and he would've been playing 3?
 
When he lifted the ball without marking he incurred one penalty under 18-2a.
He then replaced it (albeit in the wrong place).
He then played from a wrong place and incurred a two stroke penalty under 20-7.
As IMO there was no serious breach there is no requirement to correct the error.
As he holed the ball the hole is over.

If it had been a serious breach he was correct in playing a second ball. The last stroke and two penalties with the first ball do not count but he gets two penalties with the second ball plus whatever strokes he makes.

So
First stroke from tee
Penalty for not marking

No SB
2 strokes for wrong place
ball holed
=5

SB
2 strokes for taking second ball
lying 4

A breach is serious if it gives the player a significant advantage or puts another player at significant disadvantage. As rulefan indicated a small distance nearer the hole is not going to make for a significant advantage.
