how would you deal with a handicap manipulator??

a mate of mine was discussing this today, he is going to be Handicap sec next year, the current one is the problem.

was off 5 went out of his way after a cut he didn;t belive in was correct went up to double figs, currently off 14, wins every match play, 4BBB and sctramble going. cleand up on the winter alliance, where he is made to play off 5. starting to effect entry in some comps. half a dozen guys not playing in the club champs as thet quoted " whats the point"

so wht is the solution?
 
Is there not a provision for a cut based on general play? I think that is the phrase. Is that old hat or can it still be used?

Basically old hat, if he was cut, how long did it take him to get to double figures? First thing to do for your mate would be to take a look at his HC record when he starts, if he thinks there has been foul play speak to the relevant authority.

he has won the allience (his section) pretty much every year since cleans up at every round, they habe cut him to 5 and is now in the low section. but those are all not Qual. He was Handicap sec himself a few times, and the others have just turned a blind eye.

He's a cheat in my eyes and I would never play with him.

Many years ago off 2, I played in the British Senior Masters.
The winner who was off 8 was off 2 the previous year.
The prize giving was delayed while the organisers checked his h/cap.
Sure enough he was off 8 but had only joined 6 months before.
He handed in 3 cards and was given 8. He must have forgotten to mention he was off 2 at his previous club.
The applause when he collected his prize (TM driver) was muted.
And yes, I was bitter, he beat me by 1

If he's been at the club some time a quick look at his handicap record will soon tell what's going on. I've just had a problem where someone handed in 3 cards failing to mention there golfing history. Sometimes I think the idea of interviews before joining is a good idea.
 
Some h'cap secs don't realise the CDH can be searched by player's name if there is doubt about their having played elsewhere before.

We used to have a "migrant" in our region. Left a club, 3 cards in always moved on to another club when the Handicap got to a point where he stopped winning. It's cheating. Simple as.

Also, we had two old boys at one club who pretty much NR'd while playing the minimum required comps a year. But won pretty much every handicap pairs event they entered. It got to a point where they were refused entry and had their cheques returned.
 
Be pretty difficult to organise, but maybe a mass withdrawal of entries to comps the "offender" has entered would force the issue.
 
Fine when you have a club secretary doing this but when its volunteers some of this information gets lost over time.
Isn't you club sec responsible for putting new members' records onto your club's systems and checking their background (like if they've played before)?

Unfortunately we have a PT admin person who's knowledge of golf is very basic and trying to get anything extra out of them is worse than pulling teeth. Proprietor's club and all the wows that go with it.

Notwithstanding the proprietary club owner and part-time admin person difficulties, your handicap committee still has the responsibility to do the necessary checks before allocating handicaps.
